Add a standalone HTML placeholder for local previews

Adds dummy.html as a development and testing placeholder with inline styling, replacement guidance, and an alert-based sample button.

The problem

The page addresses the need for placeholder content during development or testing. No existing application defect or integration requirement is documented in the PR.

The approach

Creates an HTML document with language, character encoding, and viewport metadata. Inline CSS styles a centered, width-constrained card with headings, explanatory text, and a button-like link. The link displays a replacement reminder and prevents default navigation.

What changed

The repository now includes a self-contained placeholder page with sample content, a clickable alert, and tips for adding project details or asset links.
